In the World State every individual in childhood or old age, as well as during illness, will be exempt from the use of work-receipts for obtaining the necessities of life, because the world administration safeguards these values, replacing them through a fund especially established for this purpose and maintained by small deductions from the people's work-receipts issued during the age of obligatory work. So, in the World State there will be no need for the demoralizing and undignified forms of "public assistance" or "poor relief" which exist today, for all subsidies from the State received by the individual in childhood, old age or during illness consequently exist only as his rightful due.
