146. Third category in group B. Within this category, just as in the third category of Group A, we are dealing with human beings whose intelligence is slightly further developed than their feeling. They are therefore not noticeably of a very religious mind, and consequently will be seen to have very primitive moral concepts. So they constitute a type of person who can be likened to some of their kindred in mentality within the third category of Group A who are now new to our civilization with whose laws they will clash in varying degrees. By "people new to civilization", one must understand those who are living their first terrestrial lives or existences in civilization and who are consequently controlled largely by the fact that their inborn state is of nature people. The individuals from this present category are, of course, the latest and the youngest, while the same beings from Group A must be considered as having a civilized existence of a somewhat earlier date, although, as mentioned, it must also be assessed as relatively new. As those in the third category of Group B are not so intellectually developed as those in the corresponding category of Group A, neither will their crimes assume the same dimensions. But all those in the third category - whether in Group A or B - are to a great extent without conscience about breaking the laws of civilization, and if they do not break them, it is mainly due to fear of punishment. Gradually, as they grow into civilization, their ways of life lead to deep suffering, and thereby their faculty of feeling grows and with it their receptivity to "conversion" either to the old or to the new world impulse, according to whether they belong to Group B or to Group A.
