74. But, as State power can only advance on the basis of previous experience, such experiences have first to take place. When such experiences have taken place and they appear to be in opposition to what is considered as being justice or morality at the time in question, then State power will institute new laws and prohibitions against the repetition of these same experiences. But this again means that State power finds itself a step behind the course of events.
