What makes the "victor" a "criminal" or "enemy" of the state or civilisation

If these "most favourable conditions" are used by the "victor" to favour the "victor's" egoism at the expense of oppressing or exploiting other beings, he is still to a corresponding degree a robber of these other beings' right to life and freedom, and thereby breaks the law of neighbourly love and is thus a factor undermining the existence of any kind of higher intellectual culture within which he may occur. He cannot act in accordance with the morality that is the foundation of the existence of such a culture, and is therefore within this culture regarded as an "immoral" being. Because of their lack of contact with the laws of this culture or society such beings are stamped as "criminals".
