1260. But who are these "criminals" or "enemies" of the morality or culture of the state? As we have already mentioned they are "younger brothers in evolution". They are thus beings that have not advanced so far in the spiral cycle as the beings of the civilised societies. They are beings that are more or less new to the civilised society into which, through reincarnation or rebirth, they have now been born. This thus means that their present terrestrial life is their first, second, third, fourth or fifth within modern civilised society. Before these terrestrial lives of theirs within civilised human society, these beings were in their own zone, which means, in a sphere where there existed a morality or a view of their neighbour and a lack of respect for his right to life and existence for which they today in modern society have to "be chastised" or "punished". But this morality and the particular attitude and relationship of these beings to their neighbour did not merely prevail; it was the absolute peak of what these beings were able to sense or understand as idealism. In their society of that time it was the highest expression of culture and compliance with the wish of Providence or the "gods". And the beings that we have come to know in the civilised societies as "criminals" were thus the very highest beings in their previous society, which means in "primitive human" society. They were beings in whom this primitive moral state simply culminated. They were the very greatest practitioners of this "morality". They were its "rulers", "victors" or greatest "heroes". They were the very "favourites of the gods" in this society. Many of them were thus "kings", "chiefs" or "medicine men". Common to them all was thus their completely animal morality, which in turn means, the worshipping of "the right of the stronger" and "the persecution of the weak". They still very much swore by the morality that is based on raw, brute force, cunning and superiority. Experiencing the culmination of the possession of this superior force and the ensuing worship and adoration of inferior fellow beings was the very highest happiness and "honour" that could befall these beings in the society in which they lived. They were thus on the highest pinnacles of this society. There was nothing more for them to attain here. In furtherance of their evolution these beings had therefore to be led onwards. This furtherance was carried out by the law of retribution or karma.
