Why "criminals" must incarnate within a higher culture's territory

Since such a display of dominating power and brutal superiority, which animated these beings, can ultimately find balance only in the creation of the same oppression and the same misuse of these beings as that which they have inflicted on other beings, these former beings could not be subjected to the experience of this balance, which means, "retribution" for their unloving relationship to their surroundings or their neighbour, in the zone in which they represented the highest, decision-making rulers. If all the other beings were, so to speak, inferior to them, there would be no possibility of turning these rulers into oppressed beings in their own zone. They could of course experience karma in the form of bodily difficulties or illnesses, but these would not be retribution for their oppression of other beings.
