1467. Since the reproduction of society or the state is located largely within this proletarian region, for it is here people have the most conspicuously large families, the state is therefore making an extraordinarily great "mistake" with regard to the "health" of its own existence or maintenance by disregarding this part of its domain. To allow regions of the state to decay in primitivity and filth, illness and destitution because it produces many children is a kind of festering sore in the state's own organism, in its own flesh and blood. According to the divine world plan, every state or every society should and must bless its own offspring, both spiritually and materially. They are the seeds of its own continued life and reincarnation. That the state allows the part of itself that is its own vital area of renewal or source of life to decay in the proletariat, with mental and physical ill-health as a consequence, is an abnormality or mistake that places terrestrial human society below the level of even the animal. Is it not the general rule among animals to sacrifice themselves totally for their offspring and thereby for the survival of their species and family? It has long since emerged as an irrefutable fact that the birth rate is highest within the proletariat or the poor districts, and that it is almost exclusively here that we find the surplus or reserve of births essential to the survival of the species or society.
