1468. The state will thus gradually experience that it is a vital necessity for the creation of an absolutely perfect culture, that is, the state's mental and physical health, that it shows solidarity with parents as regards the expenses connected with the state's reproduction or the continuation of its bodily or organic life and thereby its mental wellbeing. How is the organic or bodily development of a state to become perfect and healthy when it egoistically and negligently allows the mental and bodily areas, whose sole purpose is to promote its life, to stagnate? That political and religious struggles, wars and mutilations, criminal tendencies and so on arise as a result is obvious. They are life's own struggle or rebellion against the neglect shown by the state organism. And this neglect thus consists of ignoring the well-known fact that the propagation of the species, as mentioned above, occurs mainly in the circles of society that can least afford to have children. It has of course long since become common knowledge that the reproduction of the population of the state or the surplus or reserve of births cannot possibly be promoted by the intellectual circles, the upper class or the aristocracy where the "one-child" or "two-children system" is almost the general rule. The propagation of the species is thus left entirely to the proletariat or the economic lower class. And as long as a state or society has not lifted this economic lower class out of the grasp of proletarianism and poverty to the economic harmony of a perfect intellectual culture and the ensuing mental and bodily wellbeing afforded to its offspring and thereby its source of life, the society has not yet become a really "civilised state". It is to an extraordinarily great extent still merely a society of "ignorant primitive people". "Culture" is a premature expression as long as the state, society and individuals ignore, neglect and even fatally persecute their own offspring and thereby sabotage reincarnation and their own eternal life.
