1760. But uniting the whole world so as to be one people and one nation cannot be done by force alone. A sufficiently great military force can of course force all the world's states into subjugation and likewise use force to suppress people's outer manifestations, so that everything external is curtailed and appears according to the whims of the dictator, but the inner psyche in the being cannot possibly be changed by force; it can be only bound up. But something that is bound up can have only one single interest, namely, to be free. For this reason a dictatorial rule will in reality be only dressage. People are kept in cages like a flock of domestic animals or animals in a menagerie. But it is not the intention of life that the ultimate answer for people should be a circus in which they are trained animals kept in check by the stinging whip of the ringmaster. For this reason the uniting of people into one people and one state by means of dictatorship can be only the same as creating a mentally volcanic terrain under which violent explosive forces are in the process of bursting the thin overlying mental crust of the Earth. The only beings that can pay tribute to such a dictatorial rule are those that by means of this rule stand to gain a greater material position, greater power, a greater outlet for their desire for enrichment, greater freedom or the right to own material assets, regardless of how much this may be at the expense of their neighbour. In such materialistic, selfish beings we have thus before us almost one hundred per cent masculinity and corresponding femininity, that is beings for whom the motto "Every man for himself" is the absolutely highest comprehensible ideal. Within the domain of such beings, everyone who cannot defend himself or herself is doomed to be a slave of the others. Thus we see that it is not possible through an outer constellation of power to create the perfect human kingdom, which means, the real kingdom of peace on Earth. The real kingdom of peace cannot come into being or exist as an atmosphere of wild animals kept in cages and behind fences, animals that one has to be on one's guard against by being continuously armed with all kinds of murder weapons and means of destruction. One can put fences around wild animals in the jungle, but beasts of prey will not become subdued lambs or cud-chewing, harmless sheep on that account. As we see here, mankind's attainment of the desired kingdom of peace can never become a reality or fact by means of dressage or brute force, regardless of how apparently idealistic this may be considered to be.
