116. As the maintenance for each child is also met for a time by the World State, then parents will not have any financial burden on account of their children.
But as the World State will recover its outlay for the maintenance of the child through small, unnoticeable amounts deducted from that individual's work-receipts when he reaches the compulsory working age, this ensures - as mentioned before - that the World State's economy can in no way be depreciated by the incarnation on Earth of new souls.
With this background there will disappear from the world the main cause of so many present-day terrible child murders, clandestine births, abortions and so on, all perilous for the existence of mankind.
The birth of each tiny new world citizen, therefore, could never in any instance be the source of a father's or mother's financial worry or despair, but, on the contrary, it can be greeted with gladness by the entire World State as identical with the fulfilment of that part of the divine commandment: "Be fruitful and multiply, replenish the Earth and subdue it".*
